Bulgaria has become one of Europe's most attractive destinations for building teams — an EU member with a flat 10% tax, deep technical talent, and one of the most competitive cost structures on the continent. Here's what international companies need to know before hiring.
1. Employment contracts are mandatory — and strict
Every employee in Bulgaria must have a written employment contract registered with the National Revenue Agency (NAP) before they start work. This is non-negotiable. Allowing someone to work without a registered contract is one of the most severely penalized violations — fines range from BGN 1,500 to 15,000 (≈ €750–€7,500) per case.
2. Understand the true cost of employment
Beyond gross salary, employers pay mandatory social security and health contributions of approximately 18.92%–19.62% of gross income. The employee's side contributes 13.78%, after which a flat 10% personal income tax applies.
As a rule of thumb, total employer cost is roughly 1.19× the gross salary. There's also the Bulgaria-specific "length of service" bonus (minimum 0.6% per year of experience), which requires recalculation.
3. Working time and leave
- Standard work week: 40 hours (5 × 8h)
- Overtime is restricted: max 3h/day, 6h/week, 30h/month, 150h/year — with premium pay (+50% weekdays, +75% weekends, +100% public holidays)
- Minimum 20 days of paid annual leave
- Mandatory rest: 12h between shifts, 48h weekly
4. The electronic employment record (since June 2025)
Paper employment books have been abolished. All employment data is now filed digitally with NAP via a qualified electronic signature. This affects every employer and requires proper setup.
5. Typical timeline
With proper preparation, you can hire your first Bulgarian employee within 4–8 weeks — faster if you use an Employer of Record (EOR) instead of setting up a local entity. Registering a local company (OOD/EOOD) takes 5–10 business days; the full setup including bank accounts usually completes within 2–3 weeks.
